The theoretical aspects of our mechanism were developed by Pierre Calame under the name of individual carbon quotas, as opposed to industrial quotas also called “rights to pollute”. The project came to him under the influence of the Indian ecologist Anil Agarwal who asked in 1980 “who owns the carbon sinks?” (good question, right?)
Pierre Calame detailed it in his books “Essay on Oeconomy” in 2009 and then his “Small Treatise on Oeconomy” in 2018. The latter can be found online.

These debates highlighted five criteria for the effectiveness of any mechanism aimed at curbing climate chaos:
1-guarantee progress from year to year
2-integrate all greenhouse gas responsibility, both through what is imported and through local emissions
3-avoid any social injustice
4-involve all private and public, collective and individual actors
5- principle of least constraint which contributes to the legitimacy of public action.
In addition to the work of Pierre Calame, additional work has been carried out in England by David Flemming and Mayer Hillman, in France by Eric Vidalenc, by Yannick Roudaut, by Mathilde Szuba… The English movement is led by Carbon Watchdog became EcoCore and its manager Adam Hardy.
Armel Prieur made a pamphlet about it entitled COUNT for a story of a possible future in 2050 and completes it with a novel, Satis, published by Geste Editions. The son of farmers and sensitive to nuisances (which made him choose to specialize in water treatment and nuisances at his engineering school in Poitiers – ESIP), he has not left the climate cause since the famous debate by Haroun Tazieff in 1979.
